Presently there is no such email notification sent to voter to confirm the vote. However you can use plugin events to build such notification. -

You have enabled manual cron. So the cron will be triggered whenever someone visits the front-end pages. -

The plugin plg_cjforum_topics was enabled. There are two e-mails that have status pending. But still its not triggered somehow to send the notification. -

The messages will be sent directly using your Joomla mailer settings. I tested this with the corejoomla app and could get the mail as expected. Are you able to send emails... -

You need to enable plg_cjforum_topics plugin and the notifications are added to CjLib email queue. You can check what all emails added in CjLib queue.
