Probably a new permission that allows to disable the comments is a solution. If that is suitable, please post the feature request here: -

No. The question author can always reply to comments posted on his question or add comments. There is no permission needed for it. For other users, they can comment only if... -

No, its under Basic Options tab. Looks like you have disabled it. Go to the component options and enable "Show Survey Options" under Editing Layout tab. -

Are you referring to the question title? You can enter standard HTML tags like <strong>bold</strong>, <em>italic</em> etc.
