The aggregate summary is accessible to the survey owner, it is not shown to users directly. You need to access it via reports section. -

Yes, all static language strings are available in the language file languages/en-GB/en-GB.com_communitysurveys.ini. You can add a language override for them. -

The "View Results" action has been set to "allowed" for all access group including Public. However, result is not shown after the response. -
