TThe questions are displayed in the same order as you arrange/sort them on your questions edit page, unless you select random order option in your quiz. -

So at the moment, you seem to be getting the ID from the added order you fetched the questions in. But this means if in random for instance. Or if some are deleted and moved... -

When to disallow parent group, child group will be locked and denied. Set inherit for parent group and you can allow child group. -
