The date will be in the same timezone as the user. Check if your user profile has different timezone settings. -

Excellent, thanks. The {Date} function seems to show UTC, not server time. How may I change that to reflect the server time zone? -

This is the bug. Replace attached file in media/com_communitysurveys/js folder * Please rename it to .js extension before replacing. -
