The toolbar will take colors from your template's bootstrap library. If your template do not provide any option to customize colors, you can use css to customize it. -

It is in the layout file components/com_cjforum/layouts/default(or bs3)/toolbar.php you can use layout overrides to avoid overwriting during upgrades. -
