Here is a field report for ya: Just upgraded our DEV server to Joomla 3.9RC and CjForum appears to be working 100% normally (same as it did under J3.8.13) -

The issue is because you set the survey as private. You can't link a private survey to a menu item, set it as public. -

There is no such error message in the plugin, it is generated by the CB component. Can you please let me know the steps to reproduce it? -
