Try this. Create a CjForum Category menu item for each top-level category so that the topics will be displayed with these menu items and do not use itemid. -

Yes, the topic is CjForum topic, but not the tags menu. Create "Topic Form" CjForum menu item which can be used to create the topic. -

Start a Topic needs the create permission, otherwise the user cannot create the topics. You can give this permission in the component permissions or in the category... -

Tags are rendered by Joomla Tags component. It cannot display CjForum toolbar. -

You can use the same Tagged Items menu to show the topics also. CjForum uses same tags system as Joomla articles. -

No. The question author can always reply to comments posted on his question or add comments. There is no permission needed for it. For other users, they can comment only if... -

I don't think it is related to any template. This issue was found several weeks ago and I fixed it. Hence asking about any layout override exists which might be still holding...
