There is no automatic way. You need to change the ID in all tables where it is used. If it is new user id, you can simply change the ID in XXX_users table and XXX_usergroups... -

Guest users cannot be allowed to rate. The permission is provided for public users just because there is no way I can hide it only for guest user group. -
