I ended up changing the settings in the WYSIWYG editor to not user relative urls. (I use JCE editor) That seems to have fixed the problem for me. -

The buttons at the end of the survey are aligned to the center of the screen. These are the "Cancel" "Finish" "Save" "Previous" and "Next" buttons. This makes them off-screen...
