There is no change done to filter only the latest topic. I guess it is the cache issue. Usually guest users gets the cached page where as registered will get the latest one.

That's the only place which can cause that URL shown on frontend - provided you gave access to editor to guests. There is no other page/plugin exposes that url as it is admin...
