Downsizing image uploads

Well, with the increasing ubiquity of high-resolution camera-phones, I notice our server space is noticeably FILLING UP with forum post image attachments... 4MB+ photos seem to be the rule, and nobody ever bothers to downsize for uploading to forums.

Is there a plugin that would automatically downsize pics ( and then delete the large version!!) as the user uploads them as forum attachments? We really don't need to see 4,000 pixel images of anything.. being able to reduce automatically to maximum 1024 pixel would be very useful ( as would be upping the JPG compression factor: most phones default to 90% or more, and really 60% is plenty fine for our needs...)
