I believe the issue that you are facing is in the category listing page. Because I found the issue in models/category.php which is considering only global configuration... -

First test: on one forum category, set Public user "allow" permissions for download and upload attachments. Checked the permissions are showing after save and close.... -

There are 4 places you need to remove it. 2 instances in the file components/com_cjforum/layouts/LAYOUTNAME/topic/topic.php 2 instances in the file... -

I just noticed... if I set the List Layouts | List Limit to 5, 10, 20... whatever. Doesn't take effect! It still paginates out 100 topics per page -
