For passed quiz and failed quiz rules, you can configure points in your quiz itself. Edit your quiz, go to Extended Options tab and you can configure points here. -

That's not true. Users with edit own permission can edit their own topics. Make sure you have not disallowed this permission at the category level. -

Joomla's language keys needs country and language code eg. pt-PT. Edit your language and select the correct language - pt-BR or pt-PT. -

You are correct, its creating a certificate for all scores. It should be fixed to generate the certificate for only one score. I will fix this issue in next release. -
