That looks strange, there is no new button should be shown for answers page as it is edit only page. Which version of the component you are using? -

There is no specific permission enforced by CjForum. It simply render the form element just like the Joomla article. <?php echo... -

The configuration looks good. you are allowing all components and the user groups (hope the user you are using is part of the user groups allowed). Can you please let me know... -

Content category permissions are not required for CjForum. CjForum uses its own categories, not the article categories. Disabling Content permissions will not impact CjForum.... -

Author aliases are not used, users have an option to configure their own profile nick name in their profiles. -

I found the issue. The default Content events are not triggered to index the new content, I need to manually trigger them. Will be fixed with next release. -
