It depends on how you create your quiz. Create only one question per page and the user will be shown only one question at a time. Add as many pages as you want. -

You cannot award points multiple times to the same user on same quiz. Try with different quiz. -

It looks like you have not yet configured permission settings. Go to Components -> Gps Tools -> Click on Options button on toolbar -> Click on Permission settings...
