Presently there is no such email notification sent to voter to confirm the vote. However you can use plugin events to build such notification. -

You have enabled manual cron. So the cron will be triggered whenever someone visits the front-end pages. -

You need to enable plg_cjforum_topics plugin and the notifications are added to CjLib email queue. You can check what all emails added in CjLib queue. -

Community Quiz marks are not same as altauser points. You need to write your own plugin to get such behavior. See the plugin "plugins/communityquiz/quizzes" as an example. -

Your existing database tables from other component were the root cause of the issue. CQ could not create the table with same name. -
