Is "CjForum - Topics" plugin enabled and email notifications enabled in its options? The notifications are sent to queue which you can see in cjlib component email... -

Forum subscription is for every topic. Replies will be notified only for subscribed topics. -

This is the bug in current version. Please use Tabs Order to remove the unnecessary tabs instead of the buttons shown above. -
